The 53-year-old businessman has recently become a trending topic in Rwanda’s entertainment circles, largely due to his reported romantic interests in some of Kigali’s most beautiful and admired women. But who exactly is he? How many wives does he have, and how did he find himself connected to Kigali?

Behind the glamorous photos and affectionate social media comments lies a complex story of ambition, controversy, and philanthropy. Often described by some as a “secret billionaire,” Lugumi Saidi’s life is far more layered than it appears online.

Born in 1972 in Magu, Mwanza, Tanzania, Lugumi did not grow up in wealth. His early life was marked by modest beginnings, far from the image of luxury he is associated with today.

In the 1990s, he made a living selling shoes on the streets of Mwanza before moving to Dar es Salaam, where he continued the same hustle in Mwananyamala. It was there that his fortunes began to change.

His breakthrough came after forming close ties with influential figures, including marrying into the family of Said Mwema, a former Inspector General of Police in Tanzania.

This connection is believed to have opened doors for major business opportunities. In 2011, he founded Lugumi Enterprises Limited, initially focusing on printing and fumigation services before expanding into ICT and security sectors.

Lugumi is also linked to Tactical Defense Limited, a company reportedly involved in military equipment and arms-related business, which further shaped his reputation as a powerful but discreet businessman.

However, his career has not been without controversy. In 2016, he was at the center of the “Lugumi scandal,” involving a $17.3 million contract to install biometric fingerprint systems in 108 police stations.

Reports revealed that despite receiving 99% of the payment, only a fraction of the systems were installed and operational, sparking national debate in Tanzania’s parliament and security institutions.

On the personal side, Lugumi is believed to have had a high-profile marriage linked to his rise, though reports suggest the relationship may no longer be intact. He is also a father of several children, though he keeps details about them private.

Beyond his biological family, Lugumi is widely known for his philanthropic efforts. In Dar es Salaam, he has built multiple residential buildings that house and support over 800 orphans.

These children receive food, shelter, and education funded by him, earning him recognition as a father figure to many.

Despite the controversies surrounding his business dealings, his charitable work has earned him respect in parts of Tanzania, especially among vulnerable communities.

In Rwanda, Lugumi made headlines in early 2025 after being linked to Mutesi Jolly, though the relationship was never confirmed and appeared to be one-sided.

By April 2026, attention had shifted, with Lugumi showing clear admiration for Alliah Cool, a popular Rwandan actress.

Notably, aside from his business account, she is reportedly the only person he follows on Instagram, fueling speculation about his fascination with Rwandan beauty.
