Rwanda's Visionary Five-Year Plan: Transforming Transport and Infrastructure

Rwanda outlines a transformative five-year agenda focused on transport innovation, infrastructure growth, and aviation training—boosting economy and sustainability.

Shortly after his inauguration as Prime Minister, Dr. Nsengiyumva Justin unveiled the new government's ambitious agenda to Parliament on August 12, 2025.

The agenda underscores continuity, aligning closely with the priorities of the previous administration to drive national development and elevate citizens' well-being.

Focusing on transport and logistics for sustainable economic growth, the government aims to expand infrastructure systems over the next five years.

Core initiatives include the construction and renovation of over 300 kilometers of major roads and the rehabilitation of at least 500 kilometers of feeder roads, fostering nationwide connectivity.

Sustainable transport solutions are central to this vision. The government will prioritize electric vehicles to minimize environmental harm while boosting eco-friendly transportation. Rwanda Air’s strategy will focus on increasing destinations and doubling passenger capacity, enhancing regional and global connectivity.

Among the most anticipated projects is the completion of the new international airport in Nyamata, which aims to modernize air travel in Rwanda. Additional investments will ensure the upkeep of other airports, vital for bolstering the aviation infrastructure.

Building aviation expertise: An aviation training center will be established to equip workers in the aviation sector with essential skills. Furthermore, a specialized piloting school will be launched to address the growing demand for skilled flight professionals.

In the Kivu region, the government plans to add new ports along Lake Kivu’s waterways, fostering trade and strengthening economic ties among regional communities.
