RDB Shuts Down Chateau Le Marara Hotel for Illegal Operations

Chateau Le Marara Hotel has been closed by the Rwanda Development Board (RDB) for operating without a legal license. Effective July 22, 2025, the hotel must halt operations until it complies with tourism regulations.

On July 21, 2025, the Rwanda Development Board (RDB) issued an official statement announcing the immediate closure of Chateau Le Marara Hotel. This decision was taken in line with Law No 12ter/2014 of May 19, 2014, which governs tourism regulations in Rwanda. The law specifically outlines in Articles 5, 20, and 29 the legal obligations for businesses operating within the tourism industry.

These legal provisions emphasize that no business entity is permitted to provide tourism services without obtaining proper licensing from the Rwanda Development Board.

After thorough investigations, RDB found that Chateau Le Marara Hotel was operating without a valid license. This action constituted a clear breach of the law, leading to its classification as an illegal operator. Consequently, RDB implemented immediate measures to shut it down.

Starting July 22, 2025, Chateau Le Marara Hotel is mandated to cease all operations. Any attempt to continue business activities beyond this date will be considered a serious legal violation and could result in significant penalties. As RDB noted in its statement: “Continuing operations after this deadline constitutes a breach of the law and may lead to severe consequences.”

RDB stressed that reopening will only be possible if the hotel fulfills all legal requirements, including obtaining a valid operating license and fully complying with established tourism regulations. These measures are essential to ensure the integrity and proper functioning of Rwanda’s tourism sector.

The Rwanda Development Board also reminded all stakeholders in the tourism industry—including hotels and service providers—that operating without authorization not only violates universal laws but also compromises safety standards, quality assurance, and the growth of the sector. RDB reiterated its commitment to safeguarding the sector's professionalism and development.
