Candy Basomingera has officially stepped into the leadership role of Permanent Secretary at MINISPORTS, succeeding Jean-François Regis Uwayezu, who fulfilled this position for eight months.
Prior to her appointment, Basomingera served as the Deputy Director General at the Rwanda Convention Bureau (RCB). Her transition to MINISPORTS coincides with a change in ministry leadership under Nelly Mukazayire, who became Minister in December 2024, replacing Richard Nyirishema.
Simultaneously, Rwego Ngarambe, formerly the Head of Sports within the ministry, has also taken on new duties as Secretary of State in MINISPORTS, contributing to a strengthened leadership team.
Basomingera has a rich background in communication and international relations. Her experience includes serving as the Head of Communications Division at the Ministry of Foreign Affairs and Cooperation, overseeing major initiatives such as CHOGM (Commonwealth Heads of Government Meeting) coordination, and representing Rwanda in regional affairs related to Central Africa.
Her diverse professional journey also spans key roles in significant projects, including assisting Kigali Measure Evaluation initiatives under Futures Group International, technical advisory at Rwanda's National Commission for AIDS, and leading departmental operations at Storex Africa Transit in Kinshasa.
Academically, Basomingera is equipped with a Bachelor’s Degree in International Relations from London Metropolitan University in the United Kingdom, providing a strong foundation for her diplomatic and strategic expertise.
While her career has largely revolved around investment and conference-driven initiatives, Basomingera has demonstrated profound insight into the sports sector, particularly in the commercial opportunities of sports and their potential for economic growth.
On May 4, 2025, during a press briefing in Senegal preceding the Sahara Conference of BAL 2025 (Basketball Africa League), Basomingera highlighted the transformative role of sports in driving sustainable development across the continent. Her vision underscores sports as a vital tool for Africa’s progression and economic advancement.
