Dr. Justin Nsengiyumva Appointed as Rwanda's New Prime Minister by President Kagame

President Kagame named Dr. Justin Nsengiyumva as Rwanda's new Prime Minister, replacing Dr. Édouard Ngirente. Both leaders shared gratitude and commitment.

On Wednesday, July 23, 2025, President Paul Kagame appointed Dr. Justin Nsengiyumva as Rwanda's new Prime Minister, marking a major leadership change. Dr. Nsengiyumva succeeds Dr. Édouard Ngirente, who had served in the role since 2017.

The newly appointed Prime Minister expressed deep gratitude to President Kagame for entrusting him with this critical position, vowing to carry out his duties with loyalty and determination.

Dr. Justin Nsengiyumva conveyed his emotions and commitment publicly through X (formerly Twitter), stating: ”Thank you, Your Excellency, President of the Republic, Paul Kagame, for your trust in me. I pledge to fulfill the responsibilities you have bestowed upon me and to serve Rwanda with humility and determination, guided by your leadership and vision. I am deeply honored by the mandate you have given me and will continue working wholeheartedly to implement urgent priorities aimed at advancing our nation, with loyalty and transparency. I will devote all my energy to supporting your aspirations for a better vision of our country's future. Thank you sincerely.”

Outgoing Prime Minister Dr. Édouard Ngirente also shared a heartfelt message of gratitude to President Kagame for his eight-year tenure and the opportunity to serve the nation. He remarked: ”I am profoundly thankful, Your Excellency, President of the Republic, Paul Kagame, for the trust you placed in me by appointing me as Prime Minister over the past eight years. It has been a journey filled with valuable experiences. Your Excellency, I am grateful for the chance you granted me to serve our nation and for standing by me and supporting me throughout this journey. You have been an exemplary figure in my leadership. I will always take pride in the trust you placed in me.”

Rwanda's Constitution specifies that a Prime Minister's resignation or departure triggers the resignation of the entire Government. The President formally accepts the resignation submitted by the Prime Minister.

Until a new administration is established, the outgoing Government continues performing routine operations. Moreover, when the Prime Minister steps down or leaves office, the entire Government is required to re-take the oath of office.
