A Regular Day That Turned Into a Dream Come True
On March 16, DJ Ira started her day expecting nothing extraordinary. However, events at BK Arena, where President Kagame was engaging with citizens, propelled her into a moment of greatness. By the time the day ended, her life and story had changed forever.
Amidst discussions and commendations for the President’s leadership, DJ Ira took a brave step, addressing the gathering confidently: “Your Excellency, the President of the Republic, I am requesting Rwandan citizenship.” Her words resonated deeply, capturing the attention of everyone present.
Meticulously Prepared and Supported by Faith
DJ Ira disclosed that her request wasn't an impulsive action but rather one she had carefully planned and prayed about. “My thoughts were clear from the night before. I knew I would attend the event, and I wanted to have everything sorted out in my mind beforehand. I prayed to God to help me stay confident, and He did,” she said.
Her meticulously crafted speech included a warm introduction, greetings to President Kagame, a reflection on her past contributions as a DJ, a clear citizenship request, and ending with heartfelt gratitude. The preparation showed her commitment and respect for the process.
Guidance from Authorities Before the Request
Before approaching the President, DJ Ira sought insights from key figures. She consulted Dr. Utumatwishima Jean Nepo, the Minister for Youth and Culture, and Alain Mukuralinda, the former Deputy Spokesperson of the Government. DJ Ira learned that extraordinary talents could indeed be a valid qualification for citizenship, which further bolstered her confidence.
The Rwandan Law Supporting Talent and Contributions
Rwanda’s Citizenship Law of 2021 provides two key avenues to becoming a Rwandan citizen. “Rwandan citizenship by origin” is granted to individuals born to at least one Rwandan parent, who may not have formal citizenship but has ancestral ties to Rwanda.
Meanwhile, “Rwandan citizenship by acquisition” allows other cases, including:
- Being born in Rwanda to foreign parents
- Marriage to a Rwandan citizen
- Exceptional skills or talents
- Major investment or lasting contributions
- Being granted citizenship as an honor
- Statelessness
- And other justifiable reasons...
Having been active in public campaigns and projects supporting President Kagame’s vision, DJ Ira confessed that despite her dedication to Rwanda, she previously lacked the privilege of voting as a citizen. This made her citizenship request particularly meaningful.
DJ Ira described March 16, 2025, as a day that would forever remain engraved in her heart. "It was a turning point—a new chapter in my life as a Rwandan citizen," she said proudly.
After previous attempts through other officials, DJ Ira decided to make her request directly to President Kagame, which proved successful.
